GREX Strategies was founded by George Grech, a sanctions and foreign policy specialist with more than a decade of experience across government, multilateral institutions and financial sector advisory. His work also includes FATF and FSRB assessment support, proliferation financing and targeted financial sanctions.
His roles have included serving as Malta's UN Sanctions Coordinator during its term on the Security council, as an EU Foreign Relations (RELEX) Counselor in Brussels, as a member of Malta's MONEYVAL delegation, and as a national sanctions investigator. His work has contributed to national legislation, EU and UN sanctions policy, investigations and the implementation of financial sanctions.
Through GREX Strategies, George advises governments, regulators, financial institutions and consulting partners on sanctions, financial crime and FATF-related work. This includes assessment preparation, risk and policy work, supervisory frameworks, investigations, technical assistance and training.
He holds an MPhil from the University of St. Andrews and studied at the University of Toronto. His background combines regulatory and enforcement experience with diplomacy and multilateral negotiations.
GREX Strategies brings together experience from government, multilateral diplomacy, sanctions enforcement and financial sector advisory. Much of our work sits precisely at the point where legal rules, institutional expectations and practical implementation meet.
We have worked on both sides of the process: helping shape rules and frameworks, as well as applying, supervising and enforcing them.
Clients work directly with GREX Strategies. Where a broader engagement requires wider expertise, we bring in specialists as needed to ensure the work has the depth and range the engagement requires.
Our work helps clients reach decisions they can explain, implement, and defend - whether the issue involves FATF requirements, sanctions, proliferation financing, investigations or regulatory implementation.
