His roles have included UN Sanctions Coordinator on the Security Council, EU Foreign Relations (RELEX) Counsellor in Brussels, membership of Malta’s MONEYVAL delegation, and service as a national and regional sanctions investigator. This work has informed national legislation, contributed to European Union and United Nations policy frameworks, and strengthened compliance systems across public institutions and the financial sector. Advisory work has also extended to sensitive diplomatic and conflict-resolution matters, requiring a balanced understanding of geopolitical dynamics and operational realities.
